摘 要：花桥国际商务城作为江苏省级开发区，其服务外包业务发展迅速。本文从花桥国际商务城金融服务外包业入手，分析其现状，了解现在花桥国际商务城金融服务外包业的新发展。以此为前提，深入分析推动金融外包业发展的原因，并且通过原因的分析找到现在阻碍其发展的影响因素，同时寻找发展到现在遇到和存在的问题，其中问题包括企业规模相差悬殊、复合型人才稀缺、制度不完善、服务层次和技术含量低，最后针对这些问题提出相应的解决对策及建议。53642

1 引言
金融服务外包，是指金融企业持续地利用外包服务商来完成以前由自身承担的业务活动。从外包内容上看，金融服务外包主要包括金融信息技术外包（ITO）和金融业务流程外包(BPO)。金融ITO是指金融企业以长期合同的方式委托信息技术服务商提供部分或全部的信息技术服务，主要包括应用软件开发与服务、嵌入式软件开发与服务，以及其他相关的信息技术服务等。金融BPO是指金融企业将非核心业务流程和部分核心业务流程委托给专业服务提供商来完成，主要包括呼叫中心、财务技术支持、消费者支持服务、运营流程外包等。
