摘要：经济全球化的趋势，使得世界各个国家城市的发展都要求以科技创新为契机，并且把增加科技资源的投入作为重要战略选择。如今，上海对于科技资源投入相关制度方面的研究当从组织资源和信息资源以及人力、物力和财力，这类资源投入现状着手。本文主要拟从其中的科技人力及财力资源这两方面的投入着手，研究上海的人才政策和体制、科技企业发展现状的科研活动制度及企业自身制度等，结合收集的资料与2016上海年鉴公布的数据进分析。再纵观国际上的一些发达城市，如纽约、伦敦、东京，分析它们与上海在制度上存在的一些差距，从而得出一些可供上海实施的改进措施及建议。80333

The International Disparity of Shanghai Science and Technology Resource Investment Related System
Abstract: The development of economic globalization, making the development of cities in various countries around the world, require the technological innovation as an opportunity to increase investment in science and technology resources continuously as an important strategic choice。 At present, Shanghai focus on promoting the optimal allocation of resources related to resources investment, should consider including of the organization resources and information resources and human, material and financial resources。 This paper intends to consider the talent policy and system of Shanghai, the science research activity policy and the enterprise’s own policy in the science and technology enterprises’ development status from these two aspects of scientific and technological human resources and science and technology financial resources。 Combined with data and 2016 Shanghai Yearbook published data into the analysis。 And then look at some of the world's developed cities, such as New York, London, Tokyo, analyze the gaps of policy and system between Shanghai and these cities, so as to come to some conclusions of improvements and recommendations available for implementation in Shanghai。
