摘 要: 预算管理是近年来国内一些企业普遍推行的有效的企业管理方法之一，是成功企业管理的经验总结也是现在企业的一种管理机制。预算管理在中小企业的内部管理中具有重要的地位，能够帮助企业实现经营目标，控制和防范风险，也可以合理的控制企业管理，同时，还可以对企业的内部激励与评价体系进行控制。本文主要对淮安华业氏佳粮食油有限公司展开研究，在研究中发现企业预算管理中的问题主要出现在对员工的管理方式、企业内部管理和财务流程没有规范化等问题，并且根据相应的问题提出解决改善的对策。77612

1 引言
随着经济的发展，预算管理在中小企业中的地位越来越重要，国家发布了许多有利于中小企业发展的政策，其中最为突出的是采取减免税收，营改增等措施。中小企业的数量逐年增加、规模也日益变大，为国家税收做出了突出的贡献。不健全的预算管理体制是制约企业发展的重要因素。在我国，预算管理机制还不够完善，预算管理并没有得到相应的重视，找出企业难以找出自身已经存在的问题比如：预算管理滞后、缺乏企业战略指导、对人的预算行为约束弱化和缺乏有效的考核与激励机制，根据自己的实际状况采取相应的措施。本文通过对淮安华业氏佳的研究发现,企业在预算管理中存在许多问题例如管理方式和财务流程不规范，为此提出了相应的对策。 中小企业预算管理研究淮安华业氏佳粮食油有限公司为例:http://www.youerw.com/kuaiji/lunwen_89214.html
