The Construction on the Unemployment Insurance System in China
Abstract: With the continuous enlargement of colleges, the number of educated people is growing fast, while the growth rate of the market for talent demand is far lower than the growth rate of the personnel, so there is a phenomenon that students’ graduation simply means unemployment, which is becoming more and more serious in recent years. On the one hand this phenomenon is go against the development of the college students, on the other hand their unemployment is also bring some uneasiness to the healthy development of our society. In this context, this paper aims to protect the basic living standards of these unemployment college students by constructing the Unemployment Insurance system, which not only helps to ease the employment pressure on the market, but also make it easier for college students to make their contributions to the development of our society.

构建大学生失业保险制度研究 前言
自从1999年我国开始实施高校扩招的政策以来，我国的大学毕业生人数总量迅速增长，与此相对应的是，社会对于大学毕业生的总体需求量却呈现疲软增长的状态，由此导致每年需要就业的大学毕业生数量远高于市场所能接纳的正常范围。 大量无法完成一次性就业的毕业生涌向社会，一方面不利于我国对高等教育的长远规划和发展，另一方面也给社会带来一些不稳定的因素。由此笔者提出构建大学生失业保险制度来保障失业毕业生的基本生活水平，以此来帮助失业的毕业生实现再就业。
