摘要异地高考于2008年全国人大代表会上提出，它主要是解决随迁子女的高校入学考试问题。但是在政策实施过程中却出现了政策主体、利益关系、外部环境等困境，导致“异地高考”政策至今还没有彻底实施。本论文从“异地高考”政策的研究背景与意义入手，研究了“异地高考”政策的起因与现状，并且运用公共政策分析方法，从政策主客体、外部环境三个方面分析“异地高考”政策实施的困境，得出“异地高考”政策的改进方法，比如思想上的引领、制度上的创新、环境上的协同等，从而可以给相关的公共管理部门提供借鉴。50877

Abstract

Different ground put forward college entrance examination in 2008 the National People's Congress representative conference, it is mainly to solve the problem of the college entrance examination the trailing their children. But in the process of policy implementation, policy subject, interest relations, the external environment and so on, led to the "beyond the university entrance exam" policy has not completely implemented. This paper from the research background and significance of "beyond the university entrance exam" policy, this paper studies the causes and current situation of the" beyond the university entrance exam" policy, and public policy analysis method, from the policy subject and object, the external environment analysis in three aspects: the policy dilemma "beyond the university entrance exam", "beyond the university entrance exam" policy improvement method, such as the ideological guide, institutional innovation, and environmental coordination, etc., which can offer reference to related public administration.

0 引言

近年来, 由于我国各地区的经济发展差异很大，必然会引发大规模的人口流动和集聚，同时也会造成各地区高等教育权益的不平等，尤其是广大随迁子女的教育问题值得各界高度重视。今年在“两会”上，“异地高考”政策再一次掀起了轩然大波，政策尚未制定就广泛引起了不同群体的强烈反响，每个群体都各自表达自己的意见和想法。有人反对实施政策，因为它侵犯了本地考生的利益，也有人支持实施政策，因为这保障了外来考生的高等教育的平等权益等等。面对重重阻碍和实施困境，“异地高考”政策的实施应该何去何从?
