摘要：改革开放以后，我国公民政治参与发展逐步走上正轨，取得了很大进步，公民政治参与程度大大提升，参与方式也变得更加丰富、科学，可以说，我国政治参与正处在高速前进中。然而，在实际运行中还存在着一些不可忽略的问题。为了进一步完善我国的政治体制，使政治参与有更加长远的发展，找出这些问题并寻求解决方案很有必要。本文通过对政治参与的基本概念、发展历程、现状等进行讨论，找出目前中国公民政治参与中存在的部分问题并最终得出一定的对策。75104

Abstract: Since the reform and opening, our country citizen politics participation gradually took to the track, has made a lot of progress, to enhance the citizen's political participation level, participation way also become more abundant, scientific, it can be said that the development of political participation in China is in high speed。 However, in actual operation, Chinese citizens' political participation still exists some problems that cannot be ignored。 In order to further perfect our country's political system, make political participation has more long-term development, it is necessary to find out these problems and seek solutions。 This article through to the basic concept of political participation, development course, present situation are discussed,  to find out the present situation of Chinese citizens' political participation part of the problem and finally it is concluded that certain countermeasures。

一、什么是政治参与

 政治参与对当代西方政治学而言有十分重要的地位，现代民主政治围绕着它展开，它的起源可以追溯到古希腊。关于政治参与的概念，国内外不同学者分别有不同的见解，关于它的定义的说法也始终无法统一。 

   （一）国外学者对政治参与的定义

    政治学家们对政治参与概念的钻研随着对政治学研究的大量关注而出现，西方学者对此概念的使用和研究则是在二战以后开始的。关于政治参与的定义，美国学者亨廷顿和纳尔逊认为是“平民试图影响政府决策的活动。” 这一定义为国内学者广泛接受。西方学者关于政治参与基本概念的表述有很多种，但总的来说，他们基本同意的说法是政治参与是指公民通过直接或间接途径影响政府决策和政治运行过程，以使自身利益得到满足的行为。

   （二）国内学者对政治参与的定义

中国学者们对政治参与的研究开始地较晚，20世纪80年代才渐渐兴起，对于其概念也出现了很多种不同的解释。国内学者普遍倾向于认为政治参与主体是普通公民，如王浦驹认为：“政治参与是普通公民通过各种合法方式参加政治生活，并影响政治体系的构成、运行方式、运行规则和政策过程的行为。” 论文网
