摘要:在目前以银行为主体的单一住宅金融体系下,个人住房贷款作为相对优质的资产,取得了突飞猛进的发展,但同时存在的问题和风险正在逐步暴露。个人房贷不良贷款率的上升、数额的膨胀引起了银行和社会各界的关注。防范个人住房贷款领域的金融风险是文护我国金融稳定不可小觑的一环。由于我国个贷业务数据库建立的落后、个人征信体系的缺失等问题,到目前为止,关于个人住房贷款相关风险的实证研究中,数据搜集困难与数据可用性与否这些问题仍然存在,成为禁锢此研究方向的桎梏。主要风险所在:一、个贷业务在房地产市场中从来就不是单独存在的。供给、需求的变化及房地产业投机炒作行为、热钱涌入等带来的房价变化都直接影响着中央政府对房地产市场的宏观调控政策,各利益相关方对宏观调控政策的执行力度反过来影响政策的预期效果,关系着个人住房贷款市场的风险。二、个贷业务直接干系着房地产市场的风险:银行——借款人之间存在借款人的逆向选择与道德风险;银行自身存在流程设计不完善的风险及其引致的内部人操作风险;银行——开发商、借款人之间将会带来“假按揭”的风险。经过这样的梳理,针对性更强,顺序更清晰,分析更全面,最后针对上述各类风险提出了相应的防范思路。6550
