摘 要EPC 总承包模式自上世纪诞生以来,被越来越多的运用到工程管理当中,同其他的 很多承包模式一样,不可避免的会产生工程风险,带来不可估量的损失。EPC 工程总承 包是由总承包商负责全面的设计、采购、施工工作,并且就工程项目的安全质量工期等 对业主和投资商负责的一种承包模式。这就决定了承包商要承担更多的责任和风险。因 此,为了实现利益的最大化,对风险进行有效的管理是 EPC 总承包商必须要认真面对的 问题。84593

本文首先阐述 EPC 模式的发展背景及国内外应用现状研究本课题的意义。接着对 EPC 总承包模式的定义,分类特征以及优劣势进行进一步的阐述,并与总承包其他管理 模式进行比较。然后对该模式下风险的识别、评价、应对这三个流程进行详细的分析。 本文认为在识别阶段应重点采用风险清单法,再运用层次分析法定性地评价出风险等 级,在风险应对阶段针对性地选用规避、转移、缓解、自留这四种方式以达到最佳的应 对效果。最后结合一个国内 EPC 工程项目实例,具体讲述在本项目中是如何实践上述的 管理理论并取得很好的管理成果。

文章结尾,对本论文所讲内容进行回顾与总结得出:EPC 工程项目中投标报价阶段的 风险是识别的重点,风险评价仍然停留在定性分析层面上,没有很好的定量方法来对风 险进行评价,应对风险的四种方式也具有一定的优劣顺序,必须谨慎选取。希望这些能 为今后的研究与实践提供一定的参考价值。

Abstract

EPC general contracting mode since its birth in the last century, was more and more applied to engineering examples, with a lot of other contracting model as, inevitably will project risk and bring immeasurable loss。 EPC engineering general contracting, it is the general contractor responsible for the overall design, procurement, construction work, and the safety and quality of construction projects, such as construction period, the owner and the owner is responsible for a contract model。 This has determined the contractor to take on more responsibility and risk。 Therefore, in order to achieve the maximization of the benefit, the effective management of the risk is the process that the EPC general contractor must face and realize。

This paper begins with the background of the EPC model and the current situation of the development at home and abroad, which indicates the significance of the research。 Then the definition of EPC general contracting and classification features and advantages and disadvantages of further exploration,compare with other management mode of general contract。Then,the risk identification,evaluation response to the three processes are analyzed in detail。This paper argues that in the recognition stage should focus on the risk list method,and then legal analysis to evaluate the risk level by level is,in the risk response stage for select avoid,transfer,ease,retained the four way in order to achieve the best effect of coping。Finally,combined with an example of the domestic EPC project,the specific details of the project is how to practice the project the management theory and achieved good results。

At the end of this paper,the story content reviews and summarizes:risk identification of EPC project bidding stage is the focus on the identification ,risk assessment still remain in the qualitative method to the risk evaluation and the four ways of coping with risk also has some merits of the order of,must be carefully selected。Hope to provide some reference value for the future research and practice。
