摘要工程量清单是建设单位编制建设工程标底价、投标报价和工程结算时适时调整工程量的主要依据，实行工程量清单计价可有效地控制投资、可有效地保护甲乙双方的利益。随着我国市场经济体制的不断发展，工程量清单计价方式必将得到广泛的应用，工程量清单及编制也是招标人和投标人都应加以研究和解决的问题。本文主要从清单编制内容、原则、步骤展开，并且总结清单编制过程中存在的主要问题，提出解决问题的方案。最后，选取镇江市化学研究院办公楼设计资料，根据GB50500—2008《建筑工程工程量清单计价规范》、2004年《江苏省建筑与装饰工程计价表》等，编制办公楼的工程量清单表、清单计价表、措施项目清单与计价表等，在过程中具体介绍清单编制步骤与注意事项，从而掌握工程量清单编制的主要知识，提高编制清单的能力。50898
