摘 要：采用生态足迹计算模型，对2010-2012年淮安市生态足迹进行核算，分析该市生态足迹和生态承载力的动态变化，并通过生态盈亏——生态足迹与生态承载力之间的差值，反映各类土地利用的可持续性，再结合淮安市概况分析。结果表明：淮安市的生态足迹与生态承载力呈下降趋势，生态需求与生态供给的倍数由2010年的3.97上升为2012年的4.59，生态需求远大于生态供给，淮安市一直处于严重的生态赤字状态。最后基于淮安市的资源特殊性，就如何提高生态承载力，加强生态环境建设，提出了一些建议，以促进城市可持续发展。57544

 Abstract: The ecological footprint model, to carry on the calculation of the ecological footprint of Huai’an city in 2010-2012, the change tendency of land ecological footprint and ecological carrying capacity of all kinds.The ecological footprint and ecological capacity ecological deficit or surplus -- Ecological difference between,to accurately reflect the sustainability of land use.The results show that: Huai’an city's ecological footprint and ecological carrying capacity decreased.Multiple ecological demand and supply increased from 3.97 in 2010 to 4.59 in 2012,Ecological demand than ecological supply, Huai’an has been in a serious state of ecological deficit.Combined with the analysis of the causes of Huai’an City.And the particularity of resource in Huai’an City, on how to improve the ecological carrying capacity, strengthen the construction of the ecological environment, puts forward some suggestions, in order to promote the sustainable development of the city.

1 引言

生态足迹EF(ecological footprint)是由William和Wackemagel于20世纪90年代初提出的一种评价可持续发展程度的概念和方法[1]。近年来，被普遍应用于中国的各大中心城市、甚至重要县城的可持续发展评价研究，为生态足迹理论做出进一步探讨。如李文利的《徐州市生态足迹计算与分析》测算了徐州市2002年生态足迹[2]；卢中辉的《1995—2010年徐州市生态足迹测算与动态分析》研究了徐州市的生态足迹变化[3]；蔡广鹏，张朝琼等的《2002—2011年仁怀市生态足迹动态变化》也为仁怀市的可持续发展提供了参考依据[4]。
