摘要:在当今时代背景下，国家建设新农村和发展现代农业并且大力促进农村土地流转，构建新型农业经营模式，向农业输入现代生产要素和经营模式。本文根据长垭村的具体情况对当地土地流转进行了分析，其特点有土地流转的进程逐渐加快，开始引入合同意识，并且土地流转方式逐渐增加等。但是同时也产生了一系列问题，如土地搁荒、流转承包收益较低、流转过程中纠纷多等。为了解决这当中出现的问题，本文中建议当地政府必须加大宣传力度，同时采取不同的流转方式；政府当局宏观调控和土地流转市场化相配合；规范程序，严格监管，坚持三项原则；建立健全中介服务体系并且加强完善农村社保制度。92821

1前言

十八届三中全会《中央关于全面深化改革若干重大问题的决定》提出加快构建新型农业经营体系，发展多种形式规模经营[1]。进一步完善土地经营的制度和引导建立完善流转程序是当前我国全面深化农村改革的重点工作。
