摘要科学技术的快速发展直接推动着信息的广泛传播，人们接受着的来自网络上形形色色的信息。从第一张图片的出现再到现如今各式各样的三维动画和网络视频，人们的视听觉获得了前所未有的提升。然而，在流媒体出现前，人们必须将这些多媒体内容事先下载到本地计算机中，通常情况下都要经历漫长的等待(宽带下载速度受限，需花较长时间来下载)，才能够看到或听到媒体传达的信息。公安局视频刑侦科的警务人员对多媒体视频传输性能的要求往往比普通民众来得更为苛刻。然而，科技的进步是令人欣慰的，流媒体的普及和应用打破了多媒体观看前需要等待它下载完毕的模式，多媒体可以边看边播。这一举措不仅提升了人们的上网质量，而且大大提高了警务工作人员的办公效率。与普通媒体相比，流媒体的转发、接入及推送有了本质上的突破与提高。传输速度更快，质量更高。82918

本论文源自公安局视频刑侦平台下的一个项目，开发移动警务专用的基于Red5的流媒体视频服务平台，功能是提供移动警务实时视频上传与在线观看，能够提供各类接口与现有警务平台的对接与视频上传服务，同时能对现有的公安局图像专网里的视频资源进行流化转码发送，以供移动警务终端调阅。本文的主要工作有以下两点:（1）实现移动客户端与Red5交互和权限控制；（2）基于Red5开发的公安视频实时点播功能。

Scientific and technological progress is gratifying, the popularity and application of streaming media to break the need to wait for the media to watch it before downloading the model, the multimedia can watch and broadcast。This initiative not only improves the quality of people's Internet access, but also greatly improve the efficiency of the work of police officers。Streaming media forwarding, access and push compared to the general media has the essence of a breakthrough and improve。Transmission speed is faster and the quality is higher。

 This paper comes from a project of Nanjing Municipal Public Security Bureau of criminal investigation under the platform of video,Red5 based streaming media video service platform specially developed for mobile police service,Function is to provide real-time mobile police video upload and watch online,To provide all kinds of interface with the existing police platform docking and video uploading service, and in view of the existing public security bureau image network video resources, stream transcoding transmitted, for mobile police terminal access。The main work of this paper: (1) to achieve the mobile client and Red5 interaction and access control;

(2) based on the Red5 development of the public security video on demand function。
