摘要近年来，中国粮食出现了生产量、库存量和进口量“三量齐增”的奇特现象，给我国粮食生产、仓储及粮食安全的保障都带了巨大的压力。本文主要在中国粮食“三量齐增”的背景下，分析了中国粮食进口激增的原因，并针对原因分析了未来粮食进口面临的问题和挑战，最后据此分析了未来中国粮食进口战略的可能选择与调整。根据分析结果，本文发现，中国近年来粮食进口激增的原因主要在于：粮食进口品种结构失衡、国内粮食生产成本不断攀升、人民币持续升值、国际油价持续走低，从而使得国内外粮食价差不断扩大，进而刺激了粮食的进口。由于国内粮食生产成本和价格居高不下，我国未来的粮食进口将进一步增加。据此，本文认为，中国应进一步优化粮食进口边境措施、实行“主粮分治、有保有放”的进口战略、努力促进进口来源的多元化、建立健全粮食进口风险提示和应急处理系统、建立大型跨国粮商，推动“走出去”战略，以更为合理地调节粮食进口规模和进口速度，防止粮食大量进口的风险和不良影响。47546

Title  The strategic of China’s grain imports under the background of grain supplies, inventories and imports increase  

Abstract

In recent years, the emergence of China's grain supplies, inventories and imports increase is the peculiar phenomenon. Grain imports surge in the successive year, China's grain production, storage has been brought tremendous pressure. This paper finds that the residents' consumption structure upgrading and domestic prices upside down is an important reason for a substantial increase in China's imports of food. In order to ensure food security in China, in view of the phenomenon and the reasons, we formulated in line with the national conditions of the present stage of our country food import strategy from the angle of enterprise and government, so as to effectively use foreign resources and markets ,improve our food import control and achieve the sustainable development of China's grain imports.
