    In nowadays, the extraction of the texture feature has been used widely all of the world , it is also important for extracting the information we need. On the one hand , people try harder in expanding and researching the typical ways of extracting texture feature. On the other hand , new ways come out ,with the mixture of two both , the future of the texture picture becomes brighter an brighter . The field of the texture feature is under human’s attention by now and becomes a convenient process in Digital Image Processing.
    The main topic of this task is design a method of the analysis system which is on the basic of features texture image .It also based on the  the study of human visual or feeling texture.Tamura etc pointed out another process to extract the texture features which is based on visual senses of human feelings .The roughness Tamura texture feature characteristic can be evaluated by sliding the weighted pixel windows of different sizes. Compare to the other texture features ,Tamura texture feature extraction method is more intuitive .In the other word, it has a sense of visual.
    The main task is how to extract the roughness of the sea surface through lots of pictures. Roughness of the sea surface is a kind of physical description ,its parameters largely reflects to the general characteristics of the energy transfer process between the air and the ocean . It also means the mutual difference with sea wind and waves.It is an important physical parameters in the study of ocean physics .The roughness of sea surface depends on the interaction with the air and the ocean .It is one of the most critical parameter in the ocean and atmospheric energy transports. It plays a very important role in the marine climatology, marine engineering, maritime industry, air-sea interaction in terms of marine research and military. Currently, Marine-related research, the technology in micro-wave millimeter wave are mainly used in the research of the ocean roughness .We can measured the data with the usage of microwave scatterometer and other instruments , in order to extract the sea roughness.
    Started from the pixel color of certain amount of sea pictures, then,we extract the roughness of the ocean by using the Tamura texture .At final, the data will be checked by experimental data of wind speed.Find the physical function between the data of roughness .
    During the process of the data-fitting, it mainly based on the conversion ratio between height of 10m and any other height,which was proposed by Xiong in 1990 .Then , by calculating the velocity experienced expression,The determine of wind speed in approximately 10m high sea surface roughness recorded as data ,by ordering each image pixel color coordinate values and the coordinate points as arguments , while the final  roughness of sea surface as asking we need , a certain value relationship came out at last .
    In summary, this paper is researching on the relationship between the texture features and wind speed in the field of Digital Image Processing. Proposed the feasibility and methods in obtaining the characteristic parameters of the sea surface roughness can be extracted through an image.It will provide technical guidance and reference in striking the ocean and researching its related environmental parameters of wind from the field of Digital Image Processing .
