The environment of in-school network teaching has been significantly improved。 The Internet access rate in primary and secondary schools has reached 87%, and the penetration rate of multimedia in classrooms has arrived at 80%。 Over 6000 million teachers and students in China have been applying the "cyber learning space" to explore and discover the new patterns of teaching, learning and researching。 The programme advocates the integration of technology and teaching。 It is urgent to establish and improve the standard of teachers' e-teaching capacity which has been listed into the training system of normal teaching courses and the indicator system of evaluation in school running level (Ministry of Education, 2016)。
It is not only a great opportunity for all the modern teachers to improve their e-teaching capacity, but also a challenge for them to learn how。 Information technology is an auxiliary tool in the teaching process。 Facing the problem of how to combine teaching and technology in an appropriate way and balance the relationship between them, every modern English teacher should spare no effort to further the e-teaching capacity and find out the optimal solutions。
1。1。2 The Development of English E-teaching
English is a tool for communication and interaction among people around the world。 Since the beginning of 21st century, the vitality of Internet has emerged with the development of technology。 It has developed into an advanced media of communication breaking through the geographical barriers between people。 The acquisition and development of language encompass five core competences: listening, speaking, reading, viewing, writing, and translating。 Each part during the process of teaching and learning can all be facilitated and strengthened via the assistance of the advancing technology。 Therefore, there is an inseparable relevance between the development of language teaching and that of technology。 Also the various forms of their combination have changed over time。
With the birth of computer in 1960, the PLATO(Programmed Learning And Teaching Operation) debuted in the University of Illinois, which is a kind of Mobile Terminal Device providing students with environment of discourse in class activities。 Since then, computers began to be applied to language learning and teaching。 The system CALL (Computer-Assisted Language Learning) designed on the basic theory of behaviourism became a heated topic in field of language teaching。 The transition from behaviourism to constructivism was also lubricated by the modern information technology, which led the world into an epoch-making phase in language teaching--TELL (Technology-promoted Language Learning)。 Differing from CALL, TELL makes use of technology to support language acquisition。 Those who regard TELL as a better way to learn language believe that the computer is unable to engender new teaching methods but a multimedia or technical environment making possible the implementation of teaching theories and models (Yang Weidong &Chou Xiaochun, 2011)。
In recent years, the emergence of the mobile devices not only brought convenience to people's daily life, but also changed the way of working in all fields。 Many school students started to use iPad, smart phones and other mobile devices for learning and discovering in various subjects, which include language learning。 The way of learning language with mobile devices is called MALL (Mobile Assisted Language Learning) or Mobile Learning。 Nowadays we can have perse online-course anytime, anywhere if we can get access to Internet, such as MOOCs, Flipped Classroom, and Micro-course etc。
From early on the development of language learning and teaching has been closely attached to the change of technical environment。 Now the technology plays an important role in providing language learners with more learning resources online, and it also becomes an indispensable medium for the improvement of language teaching。 A volume of bountiful learning resources on the Internet are at our finger tips with just a click of a button, especially for language learners。 Their teaching material is no longer confined with teachers and textbooks, but expands to open resources from the whole world。
