摘要：高邮城市起源源于古代政府加强中央集权的需要，而隋开通大运河以后，影响高邮城发展的因素开始逐渐转向运河。明清时期高邮城与运河更是形成了错综复杂的关系。明清时期，大运河一方面促进了高邮城内外工商业的发展，以及高邮城在统治者眼中的地位提高；另一方面，运河水患的泛滥也限制了高邮城的进一步发展。明清运河与高邮城这样的复杂关系，加上高邮本身的诸多因素，形成了高邮城不同于其他运河城市的独特城市地势、民居风格、排斥商品经济思想的民风以及运河息息相关的民间信仰。77474

一、前言

运河研究由于运河在我国古代社会中占有重要地位，因而自古以来研究较多，但具体到运河与城市发展关系时，研究起步较晚，建国后尤其最近几年，运河申遗的进行使得运河与城市发展关系的研究得以快速发展。就运河与城市发展关系的研究大致可以分为以下几类：
