摘要：当前政府行政范围得到了极大的扩展，行政权力对整个社会发展的作用越来越明显。因为行政权力是一种控制社会资源的重要力量，在它的运行过程中产生的不良效应非常明显。特别我国现在正处于社会转型时期，行政权力运行的制约是其中十分重要的一环。加之我国已经进入网络媒体时代，网络舆论对行政权力进行监督已经成为当代监督体制重要的一环，也是政府和公民必须重视的方法。本文主要收集整理的近些年网络舆论监督的热点话题，并对这些话题经行分析，得出了网络舆论监督行政权利的几个特点。又通过详细分析了四个典型案例得出了网络舆论对行政权力监督的双重效应。最后提出了完善网络舆论对行政权利监督的建议。25194
