摘  要：微博作为一种新兴的网络传播媒介以其快捷、方便的特点改变了传统的传播模式，更向世人展示了其强大的舆论监督能力。本文以微博监督的效用及促进研究为题，通过对微博监督概念的分析，得出结论：微博监督具有广泛的民意表达渠道、加强传统舆论监督、推动社会和谐融合、深化公民意识发展的四大功效。经分析，本文认为微博监督过程中存在虚假信息泛滥、微博信息误读、微博暴力、微博监督缺乏法律保障等问题，通过加强把关意识、提高公民媒介素养、发挥意见领袖的积极作用、完善微博制度管理等举措有利于发挥微博监督的积极效用。57917

The research of micro blog supervision’s function and promotion 

Abstract: As an emerging network media, micro blog has changed the traditional mode of transmission with its convenient and efficient features, even demonstrated its enormous supervision to the world. This research chooses micro blog supervision’s function and promotion as the subject, analyzing the concept of micro blog supervision, and concludes that micro blog supervision is beneficial to broaden the channels for the expression of public opinion, to strengthen traditional supervision, to promote social coordination and integration, to boost the development of civil awareness. After analysis, the author of this research considers that in the process of micro blog supervision , it has the problems of the proliferation of false information, information misreading, micro blog violence and lacks of law. Micro biog supervision will play a positive role by strengthening the consciousness of checks, improving the citizen media literacy, making good use of the opinion leader on micro blog, and perfect statutory management over micro blog.

2006年，随着美国旧金山推特（Twitter）社会网络的出现，越来越多的人青睐于这种全新的信息获取和共享方式，称之为“微博”。2009年，新浪腾讯等门户网站开始使用微博，微博在中国才变得流行起来。中国互联网络信息中心（CNNIC）公布的《第33次中国互联网络发展状况统计报告》显示，“截至2013年12月底，中国网民规模达到6.18亿，其中使用微博的就有45.5%。”[1] 因此，微博已经成为中国网民上网的重要活动。

不容置疑，我们已经进入了微博时代。然而，微博的巨大影响力不仅仅是快速地获取信息，河南考生李萌萌“被落榜”事件、江西宜黄强拆自焚事件等被微博曝光后，事件快速得到圆满解决，这让公众意识到微博在舆论监督上的潜力所在。但是，与之而来的螺蛳粉变身“螺尸粉”和微博传六小龄童“被死亡”谣言等透露出了微博在传播过程中不可避免地会出现一些问题。因此，研究微博监督过程中存在怎样的不足之处就显得尤为重要，以及面对这些问题我们该如何应对也成为当前研究的重要课题。

一、微博监督的概念及功能

“微博,即微博客（Micro blog）的简称，是一个基于用户关系信息分享、传播以及获取平台。用户可以通过WEB、WAP等各种客户端组建个人社区，以140字左右的文字更新信息，并实现即时分享。”[2] 从概念上看，微博为网民提供了一个平台，在这个平台上，任何个体一方面可以充当观众，关注和浏览自己感兴趣的内容，另一方面也可以充当发布者，发布文字、图片和视频等，供网友浏览，“随时随地分享身边的新鲜事”。

微博作为一种新兴的传播方式，能够短时间内通过相互的联系建立起一个互动的平台，从而大大地缩短了人与人之间的距离。因此，从诞生之日起，微博已深受广大用户的好评。然而，当今社会微博更关键的功用是为网络舆论监督的加快发展提供了无限可能性。 微博监督的效用及促进研究:http://www.youerw.com/xinwen/lunwen_62779.html
