摘要突发危机事件的不断发生对的执政能力，政府的行政能力以及公信力提出了严重挑战。如何应对这些突发危机事件，已经成为政府管理职能的一项重要内容。而应对机制的科学构建合理实施，无疑在其中发挥着重要的作用。首先，在文献研究的基础上，对国内外应急机制构建的现状进行了研究，报告了国内外应急机制研究的现状，对我国应急机制研究的不足做了详细的剖析。其次，对突发事件，应急机制的构建的内涵及功能等概念作了详细的理论阐述，为开展全文做好了理论铺垫。再次，对汶川地震以及相对的应急机制的构建状况，所起到的作用以及不足之处以实例作支撑，做具体的说明。最后，在案例剖析和理论阐述的基础上，提出政府应对突发危机事件时应急机制构建的注意事项以及具体对策。这既是全文的核心所在，又是本文的最终目的之所在。
