摘要：“互联网+”国家战略，落实到信息传播领域，将是推动传统媒体转型的巨大动力与重要途径。它的本质特性“分权”、“连接”、“汇聚”，为地方电视台突破在内容生产、运营模式、体制机制方面的困境，带来了发展机遇。本文针对“互联网+”背景下地方电视台转型发展提出了四点策略：顶层设计找准转型方向、立足本土打造地方品牌、社交互动重塑传播情境、“软硬兼施”整合产销资源。并以淮安电视台为例，给出了可操作性建议。80499

一、引言
