摘要目的 通过浙江省医疗卫生监督人员配置现况分析,发现其中存在的主要问题,为今后加强医疗卫生监督队伍建设提供参考建议。方法 对浙江省医疗卫生监督员基本情况进行描述性分析,对浙江省三级卫生监督机构医疗卫生监督员在学历分布、监督年限分布、专业结构分布、岗位分布等情况进行卡方检验,做差异性分析。结果 在岗医疗卫生监督员952人,省级10人,占1%;市级85人,占9%;区(县)级857人,占90%;学历构成,研究生占比5。3%;本科生占比为75。5%;专业构成,医学占比68。2%,法学占比21。2%;三级卫生监督机构医疗卫生监督员学历构成有差别,卫生监督机构级别越高,学历水平也越高。结论 医疗卫生监督人员专业性不足,配置数量理论达标,现实情况不容乐观;监督员总体素质良好,专业结构多元化,但临床专业人员不足;卫生监督员队伍参公管理,高职称人才流失,监督队伍素质下降。建议优化医疗卫生监督队伍结构,增加卫生监督员编制,完善协管员制度;严格人员准入,加强业务培训,完善医疗监督队伍建设;改革管理制度,稳定和吸引高素质人才。88906

Abstract: Objective Through the analysis of the current situation of the medical and health supervision personnel allocation in Zhejiang Province, we found the main problems, and provided some suggestions for strengthening the construction of the medical and health supervision team in the future。 Methods The Zhejiang Province health supervisors basic descriptive analysis, to the Zhejiang Province three level health supervision agency of health supervisor for the chi square test in degree distribution, time distribution, professional supervision structure and the distribution of posts, do the difference analysis。 Results In the medical and health supervisors 952, 10 at the provincial level, municipal level accounted for 1%; 85 people, accounting for 9%; district (county) level 857, accounting for 90%; Educational background accounted for 5。3% of graduate students and 75。5% of undergraduates; Professional composition, accounting for 68。2% of medical professionals and legal profession accounted for 21。2%; health supervision medical health supervisor education constitution is different, the higher the level of health supervision institutions, education level is higher。 Conclusion: The structural deficiency of medical health supervision, supervision personnel overall quality work; good supervisor, professional structure persification, but the clinical professionals lack; health inspectors to participate in public management, high professional talents, decreased quality supervision team。 The suggestion of optimizing the medical and health supervision team structure, increase health supervisor system, perfect traffic assistant system; strict personnel access, strengthen professional training, improve the medical supervision team construction; management system reform, stability and attract high-quality personnel。
