摘要：我国的街道自建国初期成立，经历了产生、瘫痪、恢复和发展四个阶段。为适应我国国情，街道工委和办事处的组织结构一直在不断完善，随着结构的变化其职能也随之进行了一定的调整。然而，街道建设在我国仍然是个新生事物，无论是在理论上还是在实践中都处于起步阶段，建设的任务繁重。本文运用了实地研究法，研究上海打浦桥街道办事处，看到了在社区建设的过程中遇到了诸如工作者队伍素质问题，居民社区意识和归属感薄弱的问题、社区事务行政化的问题以及政府在社区建设中定位的问题。本文得出社区建设离不开的领导和政府的大力倡导和支持。必须以“小政府、大社会”的体制改革目标为方向，将管理重心下移，调整政府角色和职能，加强基层和街道办事处的建设，增强居民社区归属感才能搞好我国社区建设。22043

Try to talk about our country city community organization structure and power relationship
——Based on the Dapuqiao community office in Shanghai
Abstract：Community appeared when our country established and it has experienced four stages：production, paralysis, recovery and development. In order to adapt to Chinese condition, departments and offices' structure of the community have been improved constantly, with the change of the structure the functions also changed a lot. However, community is still a new thing in our country whether in the theory or in the practice, so the task of the construction is very heavy. I use the field research method to survey Dapuqiao community office in Shanghai and find out there are many problems in the process of community construction such as workforce quality, residents of weak sense of community and belonging problem, community affairs security administration and the role of government in the construction of community. It is concluded that the community construction cannot leave without the vigorously advocating and supporting by the leadership of the party and government. With "small government, big society" goal, government should let the center of management down and adjust the role and function of the government，strengthen the construction and neighborhood offices，enhance the residents’ sense of belonging are the important contents of our country community construction.
