摘要：随着我国经济的发展，人口老龄化、少子化等问题在社会转型期间引起了人们对养老保险探讨的热潮。然而我国农村的人口老龄化现象较之城市甚至其他国家都更为严重，加上农村贫困人口多,传统土地养老、家庭养老功能的弱化,“老农保”保障力度小,迫切需要一种新的社会养老保险模式来保障农村老年人的生活。“新农保”在完善“老农保”的基础上出台,既实现了制度供求的暂时均衡,又弥补了农村养老的不足,推动了我国和谐社会的发展,有利于实现社会保障体系的完整性。23204
通过对浙江省宁波市“新农保”制度的现状与现实约束的分析，从而来探讨对“新农保”制度变迁中存在的问题的应对措施,实现“新农保”制度变迁的渐进式改革，以利于积极推进新型农村社会养老保险工作的开展。

Realistic constraints of new rural social pension insurance system practice—Taking Ningbo of Zhejiang Province as an example
Abstracts: With the development of our national economy, the problem of population aging period, few children in the social transformation caused the upsurge of endowment insurance of people. However, city population aging phenomenon in the countryside of our country and other countries is more serious, and rural poverty population, the weakening of traditional land pension, family pension function, “Paul Farmer” security force is small, the urgent need for a new mode of social endowment insurance to guarantee rural elderly life. “The new agricultural insurance” issued in the foundation to perfect “farmer”, not only realize the transient equilibrium system of supply and demand, and make up for the deficiency of the rural old-age, promoted the development of a harmonious society in China, is conducive to the realization of the integrity of the social security system.
By analyzing the present situation of the new agricultural insurance system and practical constraints of Ningbo , so as to explore the measures of “the existence of the new agricultural insurance” problem in the institutional changes, to realize the gradual reform of the new agricultural insurance system change, in order to actively promote the development of new rural social pension insurance to work.
