摘  要：“人无信不立”，诚信与义相连，与法相连。政府部门的诚信指数不仅关系到行政工作中的效率和成本，还在一定意义上推动社会诚信的建立与完善。基层政府作为较低一级的国家政权机关，它处于行政活动的第一线，面对行政活动中出现的诚信失范问题，我们必须要深究其发生的原因并想出相应的解决方法。通过行政法的视角探究基层政府诚信，阐述了政府诚信的含义及其在社会生产生活中的重要性，并结合实际列举出当前基层政府诚信失范的现象与原因。进而浅析了基层政府诚信在法律场域的引入以及现阶段对基层政府诚信进行法律规制的发展进路。94244

The loss of credibility of the grass-roots government and the rule of law 

Abstract: ‘One who is not creditable cannot reach an inch further。’ Credibility is connected with righteousness and law。 The credibility of a government affects its administrative efficiency and administrative costs。 To a certain extent, it affects the establishment and improvement of the whole social credit system。 The grass-roots government organs of state power as the lower level, it is in the frontline of administrative activities。 Facing the anomie of administrative activities, we must delve into the causes and come up with corresponding solutions。 This article from the perspective of administrative law to explore the grass-roots government credibility, it expounds the meaning and importance of the integrity of the government in social production and life, and lists the phenomenon and causes of the current local government credit loss。 Then it analyzes the introduction of the credibility of the grass-roots government in the legal field and the development of the legal regulation of the grass-roots government's integrity at this stage。
