摘要：自改革开放以来，随着城市化进程的推进和社会经济体制的转型，市场社会不断兴起，城市规划不能再单纯的依靠政府，公众去参与城乡规划的立法过程是必要的。公众参与城乡规划立法对于公共决策的合法与合理性都具有重要的意义，但是我国在公众参与城乡规划立法方面仍面临重要的问题。为此我们通过借鉴台湾地区相关的公众参与模式，在完善公众参与立法层面的相关建议、建立相应的信息公开机制、明确公众参与城乡规划立法的范围和组织、完善公众参与城乡规划制度运行层面的建议等确保在立法方面民众能及时实现监督的权利，从而翻开公众参与城乡规划立法的崭新一页。94342

Dangerous driving sin the subjective fault of research

Abstract: Since the reform and opening up, with the transformation of city development and social economy, the rise of the market society, city planning can not simply rely on the government and the public to participate in the legislative process of urban and rural planning is necessary。 Public participation in urban and rural planning legislation is of great significance to the legality and rationality of public decision-making。 However, China still faces important problems in the public participation in urban and rural planning legislation。 In this paper we learn from Taiwan area related to the mode of public participation, to improve public participation in the legislative recommendations and establish the relevant information disclosure mechanism, clear the scope of legislation of public participation in urban and rural planning and organization, improve public participation in the urban planning system running the suggestions in terms of legislation to ensure people to realize the right of supervision, thus open a new page of public participation in urban planning legislation。
