摘要：随着城市化的不断发展，市民生活需求的多样化，城市管理综合行政执法的难度逐渐加大，而城管却是城市治理中必不可少的一个环节。但是目前城管执法体制存在着诸如机构设置不合理、城管执法事项范围不明确、城管执法受政府主导等问题，急需通过改革来解决这些问题。当下的改革应从完善城管执法机构设置、明确城管执法事项范围、处理城管与政府和其他部门间关系、严格执行行政执法人员持证上岗和资格管理制度等几个方面入手，通过立法来完善我国目前的城管执法体制。94677

Review and improvement of China's current urban management law enforcement system

Abstract:With the continuous development of urbanization and the persification of people's living needs, the difficulty of comprehensive administrative law enforcement in urban management has gradually increased, while urban management is an essential part of urban governance。 However, there are many problems existing in the system of urban management enforcement, such as the unreasonable setup of institutions, the unclear scope of urban management issues and the government led enforcement of urban management law, so it is urgent to solve these problems through reform。 The reform should improve law enforcement institutions, clear law enforcement matters, deal with the government and other departments of urban management, strict implementation of several aspects of the relationship between the administrative law enforcement personnel certification and qualification management system to start, through legislation to improve China's current law enforcement system。

一、引言

城市居民的生活需求随着城市化的不断推进逐渐丰富起来，城市管理的必要性开始逐渐显现出来，而城市自身发展带来的一系列管理秩序上的变化也给城市管理增添了巨大的难度。面对城市居民的迫切需求和城市管理的重重困境，我国政府为应对这些情况，逐渐摸索出了一套相关联的城市管理综合行政执法体制。但这一套城市管理综合行政执法体制在当下的社会环境中存在着诸多问题，面临着不得不进行城管执法体制改革的紧迫局面。
