[摘要]:暴力恐怖事件是威胁社会公共安全的危险因素，近年来，我国连续发生了多起突发性暴力恐怖事件，造成了巨大的人员伤亡和严重的社会影响，对突发性暴力恐怖事件的应急管理研究势在必行。本文先从现场处理、部门联动、事后恢复、善后安抚等四个方面探究政府部门在“3.01昆明暴恐”事件中的积极作用，而后从预防和应对两个方面深入挖掘“3.01昆明暴恐”事件中政府及社会的防范和应对缺失，即事前防范措施的缺失、事发过程中应对不及时和应急主体及方法的单一性三点，在分析这些缺失的原因的基础上，提出相应的对策和建议以完善政府在突发性暴力恐怖事件应急管理方面的措施和手段。29995

The Study on Emergency Management in Sudden Incidents of Violence and Terrorism
——A Case Study of “3.01 Kunming Violent Event of Terrorism”
Abstract: The incident of violence and terrorism is a threat to the public safety. In recent years, many incidents of violence and terrorism occurred suddenly in our country, resulting in huge casualties and serious social impacts, so the research on emergency management of sudden incidents of violence and terrorism is imperative. This article explores the positive efforts of government in “3.01 Kunming violent event of terrorism” from four aspects, including immediate management, departmental interaction, and recovery after the event and the aftermath of the event. And then we analyze the shortages of government and society in the aspects of prevention and response, including the shortages of preventing, lack of response and the problem of emergency subjects and emergency methods. On the basis of analysis for reasons, we will give the corresponding countermeasures and suggestions in order to improve the emergency management of government in sudden incidents of violence and terrorism.
