摘要：移动互联技术的发展促使移动互联时代的到来，在这样的时代背景下，公民的个人隐私保护和防止泄露成为亟待解决的网络安全问题。相较于传统互联网，移动互联时代公民隐私泄露的主要特点是公民个人的自我暴露和信息传播过程中的主体异化。引发公民隐私泄露也多是由于技术、法律政策、用户个人等多方面因素综合作用的结果。因此对公民隐私的保护也要对症下药，从完善互联网监管制度、加强个人信息安全保护和提高公民个人信息保护意识多角度进行探讨，提出切实可行的解决方案。43689

Research of Civil Privacy Discourse and Protection in Mobile Internet Era

Abstract:The development of mobile Internet technology generated the coming of mobile Internet technology era, under this historical background, civil privacy protection and prevention of leakage have become the network security problem that is urgently to be solved. Compared with traditional Internet, the main characteristics of civil privacy leakage in mobile Internet technology era are civil personal self discourse and subject alienation during information propagation. The causes of civil privacy discourse are the comprehensive interaction of multiple factors, including technology, legal policy and users themselves. Therefore, the protection of civil privacy shall suit the remedy to the case, discuss from the perspectives of perfecting Internet supervision system, reinforcing personal information security protection and promoting civil awareness of personal information protection, and propose feasible solution.

移动互联时代公民隐私泄露与保护研究

随着移动互联时代的到来，人们进一步摆脱了使用互联网的时空局限，用户通过移动设备进行信息沟通越来越频繁，也更加地依赖移动互联网。2015年7月，CNNIC发布的《第36次中国互联网发展状况统计报告》显示，截至2015年6月，中国网民规模达6.68亿，互联网普及率为48.8%；手机网民规模达5.94亿，占比提升至88.9%。尽管网民规模增速持续放缓，手机上网人数却继续以较大幅度增长，手机作为网民主要上网终端的趋势进一步明显。
