摘要：我国农村社会保险事业在十多年的发展过程中，取得一些成绩。但在经济社会快速发展的今天，农村社会保险制度一直处于低迷状态是个不争事实。这既妨碍了农民生存质量的提高，也阻碍了社会主义新农村建设的进程。通过对当前河南省新农村建设中社会保险问题探究，构建农村合作保险组织是破解问题的关键。它可以强化国家责任，增强农民主体意识，规避运作中的道德风险等，是健全与完善我国农村社会保险制度的应有之义。9956

Henan Province in the Construction of New rural social insurance problems
Abstract: For the past decade,some progress had been made in the social insurance of the rural areas of our country.But the social insurance system in the rural areas was far from perfect against the fast develope economy.This not only hindered the improvement of quality of farmers’ lives,but created obstacles to the progress of building socialist new rural areas.Through the current problems in the construction of new rural social insurance in Henan province,the key to solve the problem was to construct cooperative insurance organizations in rural areas.Cooperative insurance organizations in rural areas could strengthen country’s responsibility,increase farmers’ awareness and avoid the moral risk in operation.It’s the innate connotation in perfect social insurance system in Chinese rural areas.

河南省新农村建设中社会保险问题探究
前言
河南省是一个农业大省，农业人口约占46.27% 。农村的经济发展水平仍然非常低下，多数农村居民收入水平偏低，承受能力弱，相对于城镇社会保险改革进度而言，农村社会保险仍处于试点阶段，家庭保障仍是农村社会保障的主体。一些农村社会保险的研究可操作性、应用性不强，不能从根本上解决农村社会保险制度建立问题。针对农村社会养老保险制度本身的缺陷以及在执行中出现的问题，应当加大政府对农村社会养老保险的扶持；应当确立农村社会养老保险的法律地位，使其具有制度上的稳定性；应提高基金的保值增值能力，以解决农村社会养老保险的支付问题。对不同层次、不同类别（身份）的农村劳动力养老保险，应该按照其身份不同采取不同的解决方式，实行分层分类解决。坚持以人为本、统筹城乡、基本保障、广泛覆盖、开放兼容、逐步加大公共财政对农村社会保险制度建设的投入的原则，建立劳动者社会保险个人帐户体系型的综合社会保险，以防范和解决大病、年老等风险，促进社会主义新农村建设。 河南省新农村建设中社会保险问题探究:http://www.youerw.com/faxue/lunwen_8847.html
