摘要随着新农村建设的推进，农村居民集中居住形成的村镇化成为加快新农村建设步伐、推进农村现代化、发展农村经济的重要举措。如何加快村镇化背景下农村劳动力素质转型升级就成为一个重要的研究课题。本文以村镇化建设水平较高的江苏省如皋市长江镇为例进行探讨。在深入调研的基础上，分析长江镇村镇化推进过程中，目前农村劳动力素质转型升级存在着思想观念相对落后、投入明显不足和创业意识不强等主要问题，并根据农村人力资源开发的相关理论，借鉴国内外农村人力资源开发的主要先进经验，提出了加强思想政治教育、多渠道筹集资金、构建完善的农村成人教育体系等推进村镇化背景加快农村劳动力素质转型升级的有效对策，供长江镇加快推进农村人力资源转型升级，加快新农村建设作参考。86243

Study on the transformation and upgrading of rural labor force under the background of Urbanization

    ——taking the Yangtze River town in Rugao city as an example

Abstract With the advancement of the new rural construction, rural residents concentrated residential villages form has become an important measure to accelerate the pace of building new countryside, promote the modernization of rural areas, rural economic development。 Our country is in the human history the largest, most extensive process of urbanization, facing more and more detached from the first industry of rural labor force。 How to promote urbanization, from the idea, technology and sense of responsibility so as to speed up the rural labor force transformation and upgrading, to promote the new rural construction。 It has become an important research topic。 In this paper, the high level of the construction of villages and towns in Rugao City, Jiangsu Province, as an example of the Yangtze river。 On the basis of in-depth research and analysis of the Yangtze River Town Village in advancing the process, the main problems existing in the rural human resources and based on the relevant principles of the exploitation of rural human resources proposed effective countermeasures in the context of urbanization, and promote the rural human resources transformation and upgrading of, for river town to accelerate rural human resources transformation and upgrading, promote new rural construction for reference。
