摘要：我国人口基数大，老龄化又加速发展，使得老年人口增长迅速。独生子女成家立业后，两个劳动力照顾四个老年人的状况使得“家庭养老”功能持续减弱。而我国的社区养老体系迫于人力物力的限制还有待完善无法满足老年群众的多方面需求。本文主要探讨我国城市社区养老发展中遇到的问题，在老年人口不断增多而政府能够投入的资金有限的矛盾中，怎样在人力资源不足的情况下让老年群众的晚年更温暖？怎样在社区现有的资源下让老年人能够拥有更健康的晚年生活？本文运用文献研究法、访谈法，实地了解了C街道社区养老服务的模式，发现现有的社区养老存在：服务面窄；服务内容停留在生存需求；服务模式是单一的一对一上门服务；社区社工身兼多职；相关部门各司其职缺乏配合等问题。据此提出相关建议：社区应建立多部门整合的专职：“社区养老办公室”，以实际优惠吸引多方参与。政府在其中雇佣专职社工从个案层面引导老年人寻找适合其自身的社区参与方式，组织社区中的老年群众形成社区互助小组补充现有社区服务的不足。21869

The study of the curent community endowment in Shanghai
                                      ——C street as an example
Abstract:China's big population base with the addition of quickly aging make elderly population growing rapidly.After the one-child build their own family,the situation become two labor force care for four elderly people weakened the function of “family care”.Limited by manpower and material resources our Community endowment system still have a long way to  go before it can pleased the persified need of elderly people.In the article we discussed with the problem we meet in the development of Community endowment system in our city.The elderly population growing while the invest provided by government is limited.How can we make the aged having a warmer life with lacking of human resource?How to give the aged a  
more health sunset with the resources community for now? This study use data method and interview method and go to the C street to learn more about present community endowment realistically.And found the problems such as:narrow coverage;details stop with existence needs;service mode is to simple just one-to-one;social worker have to undertake multi-task;departments lack of cooperation.It is offered that a department integrated various departments and concentrate on community endowment should be made and absorb multi-participation by actual benefit.Social workers employed in it should focus on guide elder to find suitable way of community involvement and organize them make up mutual-help group in community.
