摘要：针对从政府视角对安全生产标准化建设的现状和措施进行分析，具体的了解我国政府在建设安全生产标准化工作中取得的成效。通过文献调研收集国家以及各地区政府在安全生产标准化推进过程中的经验、效果和遇到的问题，以及针对问题采取的措施和规划。结合调研结果得出目前政府尚未掌握安全生产标准化工作在企业的知晓度和美誉度，通过设计问卷来了解现状并对企业进行细分，逐步开展安全生产标准化建设。22256

Standardization
Abstract: For the perspective from the government to analyze the current situation and measures
to safety standardization construction, understanding the effectiveness of our government
specifically has made in building safety standardization work. Collecting literatures researched
the national and regional governments experience, the effects and problems in the process of
promoting the safety standardization, and measures to the problem and planning. Combined with
the research results government has not yet grasped the popularity and  reputation in safety
standardization work, through the design of questionnaire to understand the situation and
subpide the enterprises, and then carry out the safety standardization construction progressively.

（一） 研究背景
政府推进安全生产标准化建设，就是总结安全生产实践经验，在科学分析的基础
上，对照标准确定量化的评定指标进行考评、整改、落实，并持续改进。
国家安全生产监督管理总局于 2010年4月15 日颁布的 AQ/T9006—2010《企业安全
生产标准化基本规范》对“安全生产标准化”的定义是： “通过建立安全生产责任制，制
定安全管理制度和操作规程，排查治理隐患和监控重大危险源，建立预防体制，规范生
产行为，使各生产环节符合有关安全生产法律法规和标准规范的要求，人、机、物、环
处于良好的生产状态，并持续改进，不断加强企业安全生产规范化建设。 ”[1]
