摘要：本文从养老保险城乡一体化的理论基础出发，论证了上海地区发展养老保险城乡一体化的必要性和可行性；分析了上海地区在养老保险城乡一体化的过程中可能会面临的问题：流动人员的基本养老保险权益得不到保障、缺乏社会性，共济性差、新农保“保富不保贫”现象突出、上海养老基金产生缺口，财政压力增大；提出了解决这些问题的对策：扩大镇保的覆盖面，增加缴费比例；对农村居民加强关于养老保险的宣传力度；加强养老金的管理，增加基金的投资渠道。22706

Study on the integration of urban and rural endowment insurance in Shanghai area
Abstract：In this paper，from the basic theory of endowment insurance of urban and rural integration theory，it demonstrates the necessity and feasibility of Shanghai area development of endowment insurance of urban and rural integration；analysis of the Shanghai area may face in the process of integration of urban and rural endowment insurance problems in: the flow of the basic old-age insurance rights and interests are not guaranteed，the lack of social，the lack of social，poor in communization，the new agricultural insurance "insurance not rich and poor" phenomenon. Shanghai pension fund produce the gap，fiscal pressures; the solution of these problems: expand town social insurance coverage，increase the contribution ratio; strengthen the propaganda about the old-age insurance for rural residents; strengthen the management of pension fund investment channels，increase.

（一） 研究目的与意义
城乡一体化是我国现代化发展的一个新目标，城乡一体化除了能够让农村居民享受到与城镇居民相同的待遇，还可以使整个城乡经济社会能够全面、协调、可持续地发展。目前上海城镇地区养老保险发展水平较好，而农村地区相对落后，两者间的差距较大，差距引起了一系列的问题，阻碍了农村劳动力的流动，贫富差距拉大，影响了社会稳定性。所以城乡一体化也是十八届三中全会上一个重要的讨论项目。 上海地区养老保险城乡一体化研究:http://www.youerw.com/guanli/lunwen_15430.html
