摘 要中国经济的发展，催生了“民工潮”现象的出现，在此基础上，又衍生出了新一代农民工群体-新生代农民工。新生代农民工的数量庞大,新生代农民工日益成为农民工队伍的主体，成为不可忽视的存在。保障新生代农民工的政治参与权益，关系着整个社会的长远发展及和谐稳定。与第一代农民工相比，新生代农民工又呈现出了新的特点:新生代农民工受教育程度相对较高、接触的信息更多、思想更为开放、拥有强烈的自我意识和权利意识，他们渴望能够真正融入到城市中去。在民主社会发展、利用手机新媒体进行政治参与的社会大环境下，新生代农民工是否会积极主动参与到其中?他们政治参与的能力如何?影响他们政治参与效能高或效能低的因素有哪些？我们应该采取哪些可行性措施促进新生代农民工有效、有序地参与政治?

为了探究这些疑问，本文利用多种研究方式，对新生代农民工利用手机新媒体进行政治参与进行了详细探究分析。通过研究发现，虽然新生代农民工与手机媒体等移动网络接触得较为频繁，但是对手机新媒体的信任度却不高。虽然手机新媒体给新生代农民工进行政治参与提供了便捷，但是整体参与的效能感却不高，在参与政治的同时依然受到诸多因素的制约。因此，为了更进一步完善以手机新媒体为主导的政治参与方式，本文提出了一些可行性措施，具有一定的参考意义。88913

Abstract  China's rapid economic development gave birth to the "labor tide" phenomenon, which on this basis derived a new generation of migrant workers groups - the new generation of migrant workers。 It should not be ignored the fact that with the mega-number of the new generation of migrant workers, they increasingly become the main body of the migrant workers。 As a consequence, the protection of the political participation rights of the new generation of migrant workers is related to the long-term development, harmony and stability of the whole society。 Compared with the first generation of migrant workers, the new generation of migrant workers present new features, for example, relatively-high level of education, exposure to more information, more open-minded and strongly self-awareness and rights-consciousness。 Moreover, They are eager to integrate themselves into the city indeed。 Whether the new generation of migrant workers will take the initiative to participate in the social environment with development of the democratic society and the use of mobile media for political participation? What are their abilities for political participation? What are the factors that affect their high efficiency or low efficiency in political participation? What practical measures should we take to promote the effective and orderly participation of migrant workers in politics?

In order to explore these questions, this article uses a variety of research methods to analyze the use of mobile media by the new generation of migrant workers for political participation in detail。 The study found out that although the contact between the new generation of migrant workers and mobile media and other mobile networks is more frequent, their confidences in the new mobile media is not high。 Although the mobile media provide some convenience for the new generation of migrant workers with regard to political participation, the efficacy of the overall participation is not high, and the political participation is still subject to many factors。 Therefore, in order to further improve the new media-oriented political participation, this paper puts forward some feasible measures, which to some extent have certain reference significance。
