摘要：公益创投在国内迅速落地开花，作为一种新的投资模式，目前呈现出如下几个特征：追求社会效益最大化、周期短、一次性、资金投入有限、审查与审计严格等。从功能zhuyi角度分析，公益创投正功能主要表现为推进社会组织发展的正规化、专业化、管理规范化等，负功能表现为限制社会组织发展的持续性、阻碍其服务内容的延展性、限制初创组织的成长、限制社会组织资金的统筹使用等。结合国内外经验，本文提出如下建议与对策：鼓励政府加强专项投入、强化企业社会责任意识、适度放宽创投资金使用、适当延长公益创投周期、打造“枢纽型”组织等。72907

Abstract：Venture philanthropy rapid fall flowering in China, as a new investment model, currently exhibits the following characteristics: the pursuit of social benefits, short cycle, disposable, limited funding, and strict examination and audit etc。 In the functionalist perspective, venture philanthropy’s positive function is mainly to promote the development of social organizations of normalization, specialization, standardization of management。 Negative functional performance as limiting continuous development of social organizations, hindering scalability of its services, limiting the growth of start-up organization, limiting the use of co-ordination of social organization funds etc。 On the basis of analysis and learning from the advanced experience of the region, we can consider the following recommendations and measures: to encourage the government to strengthen the special investment, strengthening corporate social responsibility, to relax the use of venture capital, to extend the period of venture philanthropy, creating hub-social organizations。

1  引言

近几年社会组织正高速崛起，截止2016年1月，国家民间组织管理局统计显示，全国社会组织共有62。1万个，同比增长10。4％。其中，社会团体31。4万个，同比增长6。8%；基金会4313个，同比增长15。3%；民办非企业单位30。2万个，同比增长14。4％[1]。这些社会组织在社会各个领域活动，且每年增长速度在12%左右。社会组织的实力在不断提升，逐渐成为社会职能转移的主要承担者、社会政策的重要执行者和社会服务的重要提供者。与此同时，它的发展也面临人、事、物等各方面限制。资金募集的困难，监督机制的缺失，运行管理的不规范，专业人员的匮乏等系列挑战阻碍其可持续性发展。现今，一种起源于欧美的支持社会组织创新的方式——“公益创投”正在中国生根发芽。公益创投作为短期化投资形式，在影响社会组织发展模式的同时，引导中国公益事业的方向。论文网 公益创投对社会组织发展的功能分析:http://www.youerw.com/guanli/lunwen_83018.html
