摘要：抗战期间，淮安区作为苏北根据地同时又是敌寇活动地区，留下了大量富含历史意义的抗战文物资源，通过调查发现淮安区的抗战遗址保护并不理想，存在着消失、破坏、后期维护不善等问题。文章从历史背景开始研究，分析遗址现状，总结遗址存在问题，最后提出具体保护利用措施：加强宣传、建设地区特色爱国主义基地、制定保护策略等，以达到保护利用抗战遗址的目的。88986

Abstract：During the Anti-Japanese War, HUAIAN area as SUBEI revolutionary bases and ruthlessness activity areas, leaving a large number of rich historical relics of the war of resistance in the resources, through the investigation found that the war ruins protection district of Huaian is not ideal, there are disappearing and destruction and maintenance problems such as poor。 This article begins to study from the historical background, analysis of site status, summarize the site problems, and finally put forward specific measures: strengthen the propaganda, protection and utilization of construction area features of patriotism base, to develop conservation strategies, in order to achieve the purpose of protection and utilization of the ruins of war。
