摘要:一直以来,铁路运输工作都以安全作为永恒主题。安全如果不稳定,铁路运输系统的运转就难以正常和高效,运力资源的充分发挥同样也难以实现。近些年,现代铁路运输在高速和重载两个方面取得了跨越性的突破,但与此同时,发展所带来的技术深入、系统复杂、业务密集等难题日益凸显,铁路运输安全也面临着非常严峻的挑战。按照当前铁路发展对安全的要求,各级部门、组织在日常生产运营的过程中,应加以风险管理意识,同时强化过程管理控制,把铁路安全这一系统工程在现有的基础上,进一步提升可靠性和安全性。而铁路运输过程中的风险辨识和控制恰恰是一项重要的安全工作举措。本文正是在上述背景下,从铁路运输的人、机、环境、管理等方面入手,结合安全工程的专业知识,以安全评价作为主要方法辅以安全管理学和安全科学原理,对我国当前铁路系统的运输过程这一环节进行风险辨识及控制研究。笔者先从国内外行业现状及研究经验进行剖析,确定研究重点及难点。在系统介绍本文研究的几个理论及方法后再对研究对象进行单元划分,为研究主体部分安全评价做准备。最后经过风险辨识、安全评价等一系列研究过程后对当前铁路运输过程中所暴露出来的风险进行评级并提出控制对策。24089

Risk Identification and Control of Railway Transport Process
Abstract: All along, the railway transportation work to secure as the eternal theme. Safety If unstable operation of the railway transport system would be difficult to properly and efficiently, give full play to capacity resources are also difficult to achieve. In recent years, modern rail transport achieved in both high speed and heavy load a leap of breakthrough, but at the same time, the development of technology brings depth, complexity, business -intensive problems become increasingly prominent, the railway transportation safety is also facing a very serious challenge. Safety requirements at all levels of the organization in the course of daily production operations, risk management awareness should be in accordance with current railway development, while strengthening the process of management control, the safety of the railway system works on the existing basis, further improve reliability and security. The railway transport process is precisely the risk identification and control is an important safety measure. This article is in the above context, from rail transport people, machines, environment, management and other aspects, combined with expertise in safety engineering, safety evaluation as the primary method supplemented by safety management and safety scientific principles of China's current railway risk identification and control of transportation systems in the sessions. I start with the status of domestic industry and research experience to analyze, identify research priorities and difficulties. In the system introduces several theories and methods of this study after study conducted on cell pision, the main part of the safety evaluation for the study to prepare. Finally, after risk identification, safety assessment process and a series of studies on the risks of the current railway transport were exposed by rating and proposed control strategies.
