当前政府购买公共服务的问题与对策宁波市海曙区居家养老服务为例

摘要政府购买公共服务作为政府提供公共服务的一个新概念、新机制和新方法,近年来，逐渐引起了各界关注。各地政府越来越广泛在各个领域探索政府购买公共服务，取得了相当大的成果，但也面临着一些问题。本文以浙江省宁波市海曙区为例研究地方政府购买公共服务的行为,从供给方与承接方，以及运行过程等角度和层面分析地方政府购买公共服务面临的主要问题，发现当前地方政府购买公共服务过程中存在着服务供给方购买模式和领域单一、职能转移不到位；服务承接方管理体制滞后、组织能力缺失、缺少财政支持；服务过程监管和评估不完善等重要问题。在此基础上,提出了创新政府间接购买的方式、借鉴负面清单做法、扩大政府购买公共服务范围、促进政府职能转移；完善相关法律、营造良好的法制环境、建立社会组织能力培养机制、健全财政支持体系；引入第三方监督机构、建立外部监督机制、完善评价机制等完善地方政府购买公共服务的应对策略。89762

Abstract Recently, the Government Public Services Purchase as a new concept, mechanisms and methods of government providing public services, has gradually attracted the attention of all walks of life。 Local governments are increasingly to explore the Government Public Services Purchase in various fields, and they have achieved considerable results。 But, they still face with some problems。 This paper takes Haishu District, Ningbo City, Zhejiang Province as an example to research the behaviors of the Government Public Services Purchase, from the perspective of supply side and contractor, as well as the operation process。 This paper find that the process of the Government Public Services Purchase exists some problems, like service providers’ purchase having single modes and the role of transfer is not in place; service subcontractors’ management having system lag, organizational capacity lack and financial support lack; monitoring and evaluation is not perfect in the service process。 On the basis of this, the paper puts forwards the way of innovating the indirect purchase of government, drawing up the negative list to approach to expand the range of the Government Public Services Purchase, promoting the transfer of government functions; improving the relevant laws, creating a good legal environment, establishing social organization capacity training mechanism, improving financial support System; drawing into the third-party supervision agencies, establishing the external oversight mechanisms, improving the evaluation mechanism to improve the Government Public Services Purchase coping strategies。
