摘  要针对目前中国高技术产业出口竞争力低的问题，本文从中国高技术产业出口竞争力和技术创新效率的现状出发，以研究与试验发展人员全时当量、研究与试验发展经费支出为投入指标，高技术产业新产品开发项目数和高技术产业发明专利申请数为产出指标，采用DEA数据包络分析方法，对2012-2015年中国高技术产业15个细分行业的技术创新效率进行评价，并给出相关提升建议。数据分析表明：化学药品制造高技术产业、中成药制造高技术产业等高达7个行业连续4年综合技术无效。只有电子计算机整机制造业高技术产业、医疗仪器设备及器械制造业高技术产业这2个行业连续四年一直处于有效状态中，即技术和规模同时有效。说明高技术产业各行业综合技术效率普遍不太理想，需对不同行业分别采取不同的措施来提高综合技术效率。90388
