摘 要：民生问题向来是社会的热点问题，表现为各种形式的经济及社会问题，切实保障和改善民生，促进社会公平正义，是政府工作的根本目的、出发点和落脚点。在如今经济新常态的背景下，民生问题有了更多时代特征，衍生出了更多与传统内涵不一样的问题。而过去以经济建设为中心，唯GDP为标准的发展观给如今带来了诸多棘手的民生问题。在政府治理理论体系内综合多维立场，阐明民生与政府治理相关理论，通过探讨地方政府如何进行将经济和民生并举，以达到经济发展和改善民生的良性循环。90817

上世纪70年代末80年代初，在政府由于各项危机包括角色危机、财政危机、信任危机的作用，同时，受到官僚主义和经济全球化的竞争压力的情况下，西方各国政府推出了轰轰烈烈的政府改造运动，政府治理是其中最核心的部分。运动有力地推动了地方政府机构的改革和服务理念的转变，影响延伸到我国，我国的服务型、责任型、法治型政府建设也迅速开展起来，在摸索中前进、在实践中成长，事实证明最终有了一定的成果。
