本文第一部分论述了非政府组织的基本理论，包括相关概念、特征及我国非政府组织的发展现状。第二部分主要介绍了非政府组织与政府合作的相关理论，介绍了政府、市场失灵、相互依存理论等，第三部分从二者合作的基础、益处、存在问题三方面具体介绍了我国非政府组织与政府合作的必要性。第四部分论述了我国非政府组织与政府合作模式与角色定位。第五部分则分别从政府、非政府组织、非政府组织与政府合作机制三个层面对我国非政府组织与政府平等合作模式的实现路径进行探讨。

Title Research of NGO and government partnerships
Abstract
Regardless of the approach requires the interests of the people, the real needs of the community, or national policy level reform transformation of government functions, the NGO working with the government already is an inevitable trend, deal with the government and NGO's Equal partnership is essential. There are many problems of NGO and government cooperation, so the NGO partnership with the government has a very important significance in our country.
The first part discusses the basic theory of non-governmental organizations, including the status of development concepts, features and of NGO's. The second part introduces the theory of NGO and government cooperation, the introduction of the government, market failure, interdependence theory, the third part of the basis of cooperation between the two, benefits, problems in three areas specifically introduced China's non-governmental the need for organizations and government cooperation. The fourth part discusses our NGO and government cooperation model and role. The fifth part separately from the government, non-governmental organizations, NGO and government cooperation mechanisms for the three levels of NGO and government to achieve equality path to explore cooperation model.
