摘要：政府在社会建设过程中得天独厚的优势和义不容辞的责任，但就专业公共服务方面，大部分政府部门缺乏专业服务知识技能。与此同时，社工作为一种新的专业和职业出现在眼前。在专业服务方面，有着专业的知识技能优势。在这种背景下，一种新型的服务模式诞生，即“政府购买服务”，简而言之，政府出钱，委托社会工作机构提供专业服务。新的模式为开展公共服务和社会建设另辟蹊径，伴随着政府转型， “政府购买服务” ”逐步推进，社工机构也得到了更多的认可。但是“政府购买服务”这种新的制度新的模式的产生和发展，必然伴随着一系列问题，本文将就相关文献成果研究的基础上，结合笔者的访问和调研，试分析当下中国地区“政府购买服务”实施过程中存在的问题，并给出建议。41189
