摘要政府购买服务在推动中国地方政府建设、增加社会福利供给、发展非营利组织、拓展公共服务的方法与手段等方面发挥了积极的作用，因此，我国各地均开展了实践探索。南京市在这方面也积极进行了探索，如鼓楼区购买居家养老服务、玄武区购买计划生育服务、建邺区购买社会工作服务。这些探索在实践在均取得了一定效果，当然也存在些问题，制约了政府购买公共服务的发展。因此，应从政府职能转变、完善相关法律法规、扩大购买范围、完善社会组织以及健立健全相关制度和机制这五方面着手完善我国政府购买公共服务。毕业论文关键词：政府购买公共服务；南京市；完善路径46651
Research on Government Purchase of Public Service------Take Nanjing City as the Example
Abstract
Government procurement of services to promote the construction of the Chinese local government, increasing the supply of social welfare and development of the non-profit organization, methods and means to expand public services played an active role , therefore ,all over the country carried out the practice and exploration. Nanjing city in this area are also actively explored, such as the Drum Tower District purchase home-based care services, Xuanwu District purchase family planning services，Jianye district purchase the social work service. The exploration in practice have achieved certain results, but there are still some problems, restricted the government purchasing public service development. Therefore, from the transformation of government functions, improve relevant laws and regulations, expand the scope of purchase, improve social organizations and health legislation and improve relevant systems and mechanisms in the five aspects of perfecting our country's government purchasing public service.

0 引言
的十七大提出，“加快行政管理体制改革，建设服务型政府”，“健全政府职责体系，完善公共服务体系”。政府要真正实现从管理型到服务型、从权力本位到权利本位的优雅转身，就必须实现好、维护好、发展好公民权利。在政府职能转型过程中，政府的服务理念、服务方式也应与时俱进、不断更新。
政府购买服务作为政府提供公共服务的一种新理念、新机制、新方法，近年来已被中国各级地方政府日益广泛地实践于社会公务的多个领域，逐渐成为政府提高公共服务水平的重要途径。政府购买公共服务的范围涉及教育、公共医疗卫生服务、养老服务、残障服务、社区服务、文化与传统保护、就业促进、保障性住宅和其他社会问题的解决等方面，政府购买公共服务的对象包括非营利性组织、营利组织、事业单位等。政府购买是一个关乎民生的政府行为，因为对其研究有充分的现实意义。 政府购买公共服务研究:http://www.youerw.com/guanli/lunwen_48409.html
