摘要：城镇居民最低生活保障制度在我国社会救助体系中占有十分重要的地位，本文以相关城镇居民最低生活保障（以下简称“低保”）指标和经济指标为依据，利用因子分析法来测算我国31个省市自治区城镇低保水平和经济水平的适度性，通过分析可以看出我国大部分省份经济水平与低保水平不相适应，且相适应的省份中大多属于低经济水平和低低保水平的，所以综合来看我国低保水平总体偏低。对此现象，政府应予以重视，积极落实中央关于“精准扶贫”的政策，不断提高低保水平，最终实现共同富裕。47134

The appropriateness of the level of subsistence allowances for urban residents and the economic level In China

Abstract: The system of subsistence allowances for urban residents is more important in social assistance system in China. In 2001 and 2012 on the basis of the relative subsistence allowances for urban residents’ index and economic index, Using the factor analysis method to measure the appropriateness of the subsistence allowances for urban residents’ level and economic level in cities and towns of 31 provinces. Through analysis it can be seen that most of China's economic level and subsistence allowances for urban residents’ level does not adapt, and appropriate to the provinces of mostly belongs to the low economic level and subsistence allowances for urban residents’ level. So In general, the overall level of subsistence allowances for urban residents is low. To this phenomenon, the government should attach importance to it. Actively implement the "precision" for poverty alleviation policy of the party central committee. To improve the level of subsistence allowances for urban residents and realization of common prosperity.
