摘要本文主要研究江苏省质量技术监督工作中产品质量抽查工作的有效性，首先介绍了江苏省质量技术监督管理工作的现状，由于具体产品质量监督工作涉及多个管理机构，各个管理部门负责不同的工作事项，共同完成对产品质量的监督，因此对相关机构设置及基本职能做了简要说明，并详细描述了质量监督抽查的具体工作程序，整理收集了部分质量监督抽查检验机构的检验业务范围，对2015年江苏省质量监督抽查结果进行总结，发现其中存在的影响产品质量监督抽查有效性的问题。再以2015年江苏省质量技术监督抽查的儿童木质玩具例对产品质量抽查的有效性进行分析，调查木质玩具消费者对购买产品的质量评价，对比用户评价结果与质量监督抽查检测结果，并进一步跟踪质量抽查结果后处理工作。结合对江苏省五百多家被抽查企业提出的一百多条意见分析质量监督抽查工作中存在的问题。经过分析发现影响产品质量监督抽查有效性的主要是不同管理部门管理权限交叠，上下级沟通不畅等造成重复抽查问题；产品质量监督抽查检验项目不够全面，不能较好反映消费者所关注项目；产品质量抽查检验标准落后；产品质量监督抽查结果信息公布不全，不能发挥市场效应；产品质量监督抽查工作细节中存在拖延、沟通不及时、损害检验样品等行为；质量监督后处理工作重点有所偏差。针对前面分析过程中发现的问题，文章最后部分提出了一些提升产品质量监督有效性的建议，主要建议有通过市场调查确定产品抽查的检验项目；加快各个行业标准化，鼓励企业学习引进新的产品质量标准，强化向国际产品质量标准的学习；建立一个完善的产品质量监督信息服务平台，完整编写各企业产品质量监督资料；增加对质量监督工作人员的培训工作；将质量监督后处理工作重点从处罚转移到帮扶企业提升质量和彻底追查不合格产品来源。 49897

Title ：Jiangsu Province Product Quality Supervision and effectiveness       research   
 Abstract： This paper studies the effectiveness of product quality checks of work quality and technical supervision work in Jiangsu Province, Jiangsu Province, first introduced the status of quality and technical supervision and administration, due to the specific product quality supervision and management work involving multiple agencies, each responsible for different management jobs items together to complete the supervision of product quality, and therefore the relevant institutional settings and basic functions are briefly described, and describes the quality supervision and inspection of specific work procedures in detail, collating  the inspection business part of the quality supervision inspection agencies on 2015 quality supervision and inspection results are summarized in Jiangsu Province, we found problems affecting product quality supervision of the effectiveness of present therein. Then in 2015, Jiangsu Province, quality and technical supervision of children's wooden toy example of the effectiveness of product quality checks were analyzed to investigate the quality of wooden toy consumers buy the product evaluation, comparison of  user evaluation and quality supervision and inspection results of the test results, and further tracking the results of quality checks after processing. Combined with over one hundred reviews of Jiangsu Province are more than 500 companies presented checks to analyze the quality supervision and inspection of existing problems. The analysis found that affect product quality supervision of the effectiveness of different management department mainly administrative privileges overlap, on the lower level miscommunication caused by repeated sampling issues; product quality supervision inspection items is not comprehensive enough, not better reflect consumer concerns projects ; random inspection of product quality standards behind; product quality supervision and  inspection results published incomplete information, can not play the market effect; the presence of delays in product quality supervision and inspection details, the communication is not timely harm test sample and other acts; MLA after treatment has quality supervision deviation. For problems found during the previous analysis, the last part of the article presents some suggestions to enhance the effectiveness of product quality supervision, the main recommendations have product sampling inspection items  determined by market research; accelerate the standardization of various industries, encourage enterprises to study the introduction of new product quality standards, reinforcement learning to international quality standards; the establishment of a sound product quality supervision and information service platform, complete the preparation of each product quality supervision and information; increased training of quality supervision of staff; will handle focus after the quality supervision from punishment transfer to help enterprises to improve product quality and thorough tracing substandard sources.  江苏省产品质量监督有效性研究:http://www.youerw.com/guanli/lunwen_53033.html
