慈善基金会资金众筹监管研究

摘要慈善基金会作为我国公益事业发展的载体，承担着我国公益资金的主要部分。互联网的普及和发展，使得公益众筹这种新的筹资模式成为慈善基金会及个人筹资的新模式。慈善基金会作为主要公益载体，其众筹的迅速发展以及出现的问题值得我们关注和探究，其监管状况和政策更是研究的重点。76017

本文对现阶段国内外慈善基金会、公益众筹及其监管状况进行梳理。后对现阶段我国互联网公益大环境和发展趋势进行介绍，同时以典型的公募慈善基金会——爱德基金会作为个案进行慈善基金会众筹概况介绍。再以社会极具争议的个人众筹个案与爱德基金会众筹个案进行对比分析，在分析个人和慈善基金会众筹漏洞的同时为后期慈善基金会众筹监管政策的完善提供依据。最后对慈善基金会资金众筹的问题进行了外部和内部的分析，提出针对完善二者不足的监管政策建议。

Title Research on the regulation of crowd-funding of the charitable foundation

Abstract Charitable foundation, as a carrier of the development of the well-being in China, is responsibility for the main part of China's public welfare funds。 With the popularity of the Internet, , crowd-funding become the new financing mode used by the charitable and the inpidual。 Charitable foundation as a major, the rapid development and the problem of the crowd-funding worth our attention, its supervision and policy is the most important。

In this paper, the current domestic and international charity and crowd-funding ,also the supervision of the crowd-funding were investigated。 Then, expound the environment and the tendency of the Internet well-being in China, the Amity which is the typical charitable foundation in China as an example。 Next,the case of the crowd-funding which is controversial in China is compared with the Amity, then, giving suggestion in order to improve the regulatory policy of the crowd-funding。 Finally, analyze the internal and external problems of the crowd-funding of the charitable foundation,and offer proposals for the regulatory policy。
