摘要：为推进上海加快科技创新、实施创新驱动发展战略，上海发布了《上海市科技创新"十三五”规划》。上海想要建设具有全球影响力的科技创新中心，前提是大力提升集聚全球一流高端人才的竞争力以及各类人才前来上海创新创业的吸引力，同时还要积极地实施海纳百川战略以开放和包容的创新文化、符合创新规律的制度环境、良好的创新基础设施，吸引全世界最优秀的人才。本文试图对上海科技贸易人才引进状况的研究，分析上海科技贸易人才引进的影响因素与制度差距。本文分为四个部分，第一部分讲述上海科技贸易人才引进的影响因素，介绍上海科技贸易人才的现状、引进模式等。利用问卷调查、收集数据、建立回归模型进一步分析；第二部分对国际城市的人才引进制度进行总结和评价。借鉴适合上海人才引进的方法；第三部分结合上海发布的《上海市科技创新"十三五”规划》目标，分析上海人才引进相关制度之间的关系；第四部分提出适应上海科技人才引进的具有可操作性的建议。77543

A Study on the Influencing Factors and Institutional Gap of the Introduction of Science and Technology Trade Talents in Shanghai

Abstract: In order to promote to speed up Shanghai scientific and technological innovation, the implementation of innovation-driven development strategy, Shanghai released the "Shanghai Science and Technology Innovation"The13th Five-year Plan。""Shanghai wants to build a global influence of science and technology innovation center, the premise is to vigorously enhance the competitiveness of the world's leading high-end talent and appeal all kinds of talent to come to Shanghai for entrepreneurship innovation, but also actively implement the all embracing Shanghai School culture, in line with the law of innovation system environment, a good innovative infrastructure to attract the world's best talent。 This paper attempts to study the introduction of science and technology trade talents in Shanghai, and analyzes the influencing factors and institutional disparity of the introduction of science and technology trade talents in Shanghai。 This article is pided into four parts, in the first part of the paper，the author recounts the introduction of scientific and technological trade in Shanghai, the introduction of the influencing factors, the introduction of Shanghai science and technology trade talent status, the introduction of models。 Using the questionnaire survey, collecting data, the establishment of regression model for further analysis; the second part of the paper is to give the summary conclusion of the international city of talent introduction system to sum。 The third part of the paper is to analysis of the introduction of the relevant institutions of Shanghai relations between the relationship with the" Shanghai Science and Technology Innovation" The 13th Five-year Plan。"; the fourth part of the paper is to give the proposed adaptation of science and technology talents in Shanghai with a constructive proposal。
