摘要在公安改革背景下，警务辅助人员已成为公安队伍的重要补充。警务辅助人员队伍具有高风险、辅助性、不稳定等特点，其队伍保障体系又不完善，因此更应强调警务辅助人员队伍的建设。但是，当前我国警务辅助人员队伍存在职业地位低、队伍不稳定等问题。文章结合一线警务辅助人员工作的实际情况，从立法角度、队伍管理角度、组织行为角度,阐述警务辅助人员队伍存在的问题，并提出警务辅助人员队伍建设的路径。78476

ABSTRACT In the context of public security reform, police auxiliary personnel have become an important supplement to the public security forces。 The Auxiliary Police Force is characterized by high risk, auxiliary and unstable, and its security system is not perfect。 Therefore, the construction of Auxiliary Police Force should be emphasized。 However, there are some problems such as the low professional status and the instability of the auxiliary police force in China。 Combined with the actual situation of the first-line police auxiliary personnel, this paper expounds the problems existing in the police auxiliary personnel from the angles of legislation, team management and organizational behavior, and puts forward the paths for the construction of the police auxiliary personnel。

公安改革背景下警务辅助人员队伍建设路径探析

引言

随着我国社会经济形势的发展，治安形势变得日趋复杂，为缓解我国警力不足的状况，亟需警务辅助力量协助公安工作，公安机关警务辅助人员队伍的组建成为可能。警务辅助人员参与警务活动以来，我国警力不足的问题得到适当缓解，社会治安秩序得到明显改善，但这支队伍展现积极作用的同时也暴露出许多问题亟待解决。2015年2月中央 《关于全面深化公安改革若干重大问题的框架意见》中全面深化公安改革共有七个方面的主要任务，第七条明确提出了要“规范警务辅助人员管理”，为警务辅助人员队伍建设提供了法律依据。 公安改革背景下警务辅助人员队伍建设路径:http://www.youerw.com/guanli/lunwen_90442.html
