摘要:我国当前经济发展迅速，但受城乡二元体制影响，我国城乡贫富差距越来越大，如何解决农村贫困成为了我国当前面临的难题。本文针对上海市贫困现状及救助水平进行研究，通过对上海市各区县的农村贫困居民进行调查，了解农村贫困居民当前的生活现状以及受到的社会救助情况，提出存在的问题：救助标准低、救助标准单一、支出型贫困、缺少财政支出、监管力度不足、缺少专业社会工作者、缺少机会的提供、个人福利依赖等。并对这些问题提出相关建议：（1）。政府增加财政支出，提高救助标准，保证贫困家庭能够增加积蓄、提高产出。（2）。增加社会救助形式和途径，提供更多能力培训和就业机会。（3）。投入更多专业的社会工作者和救助人员。（4）。建立救助反馈机制，避免个人福利依赖。81217

A Study on the Current Situation of Rural Poverty and the Level of Social Assistance in Shanghai
Abstract: China's current economic development is rapid。 But the gap between the rich and the poor in urban and rural areas is increasing because of the urban-rural dual system。 How to solve the rural poverty has become a difficult problem in China。 This paper studies the current situation of poverty and social assistance in Shanghai。 Through the investigation of the rural poor residents in various districts in Shanghai, the current situation of rural poverty residents and social assistance are studied and some problem will be put forward。 The existing problems are as follows: low relief payment, single standard，expenditure poverty, lack of financial expenditure, lack of supervision, lack of professional social workers, lack of opportunities, personal welfare reliance and so on。 This paper makes suggestions on these issues:（1）。 Government have to increase financial expenditure and improve the social assistance standard to ensure that poor families can increase the savings and expenditure。 （2）。 Increase the forms and approaches of social assistance to provide more training and employment opportunities。（3）。 Train more professional social workers。 (4)。 Establish a rescue feedback system to avoid personal welfare reliance。
