摘要：在社会和经济快速发展的今天，环境污染的问题也凸显出来了，想要建设可持续发展的战略，不得不进行环境治理防治。大气污染近年受到国家的重点关注，其中由于在管理、监测、和规范方面的对VOCs的相关制度不完善，导致VOCs污染严重恶化。针对VOCs污染严重的事实，国家环境保护“十二五”规划中确定任务要建立完善的VOCs控制治理监管制度。监督、帮助企业在生产、运输过程中VOCs的排放进行的控制。增加新型环保溶剂的使用，减少VOCs产生率高度的溶剂的使用，采用新型节能技术代替传统产污高的工艺。建立全面的VOCs监测体系，并针对各行业VOCs排放特点制定排放标准。”本研究选取表面涂装典型行业，结合历史监测数据，梳理各种工艺排放VOCs现状,测算表面涂装典型行业排放总量，调研符合各行业特点的VOCs控制最佳实用技术，分别针对有组织排放、无组织排放提出监控管理要求，评估VOCs减排措施的环境效益。望能为环保主管部门提供参考，给涂装行业企业提出合理的VOCs污染治理监管建议，总结治理VOCs最佳实用技术，从根本上帮助减少VOCs排放总量。82256
